NOC from the developer — what it is and how to get one

The developer's No Objection Certificate confirms service charges are paid up. You can't transfer ownership without it.

To transfer property ownership in Dubai, the seller must produce a No Objection Certificate (NOC) from the master developer. The NOC confirms two things:

  • All service charges are paid up to date.
  • There are no outstanding violations attached to the unit.

How to get one

  1. Apply through the developer's owner portal or in person at their customer-service centre.
  2. The developer inspects the unit and the service-charge account.
  3. If anything is owed, you'll need to settle it before the NOC issues.
  4. Fee varies by developer: typically AED 500–5,000. Some developers charge more.
  5. Issuance takes 5–14 working days on average.

What can delay it

  • Open service-charge balances.
  • Outstanding fines (e.g. for unauthorised modifications).
  • The developer requiring on-site inspections that need scheduling.

Build the NOC timing into your sale agreement. Form F transactions usually allow 30 days for the seller to deliver the NOC ahead of transfer. Sellers should start the application as soon as the MOU is signed.
